The Petsamo area in northern Finland held different importance for the powers involved: Germany badly needed the nickel deposits for its armaments industry; the Soviet Union was concerned with the military and political possibilities of the area; and England hoped to prevent Germany from getting the nickel. Finland, caught in the cross fire of interests, saw Petsamo as a bargaining point in its efforts to remain free and neutral in a European war where legal neutrality had no longer any meaning.
